"Contracted, "fee for service" training in public providers - twenty years of endeavour

Ever since the Scott and Deveson Reports of the early 1990’s, TAFE providers have been encouraged to diversify their income streams by increasing contracted “fee for service” training. Indeed Scott said TAFE NSW should be “50% self-funded”. This presentation looks at how successful has TAFE been in this area, primarily in the domestic Australian market-place? Some of the key questions raised include, “does size facilitate capability and competence” and how do TAFE systems manage and deliver this form of VET. Our small, and highly specialised non-government providers better placed in these markets?

Speaker Biography

Robin Shreeve has spent over thirty years in vocational education and training in Australia and England holding roles in management, policy development, teaching and resources centres. He was Director of the TAFE NSW Western Sydney Institute which includes the large online provider OTEN from October 2014 to March 2017. Previously he was Chief Executive of the Australian Workforce and Productivity Agency (AWPA also known for a time as Skills Australia) which was an independent advisory body advising the Australian Government on workforce development and workforce skill needs. From 2005 to 2009 Robin was the Chief Executive of City of Westminster College in London having previously been the Head of the North Coast Institute of TAFE in New South Wales from 1995 to 2000. In between these two appointments he was Deputy Director-General for TAFE and Community Education in the NSW Department of Education and Training. Robin has also been a director on a diverse range of Boards including the Paddington Development Trust, the NSW Board of Studies, the London Apprenticeship Company, AeSharenet and the Westminster Small Minority Business Council.

Robin has published widely and presented at national and international conferences on vocational education and training, further education and skills development.
